The Department of Civil Service assumes overall management of the civil service team, including such matters as appointment and conditions of service, staff management, manpower planning, training and discipline.

Appointments by the Department
Appointments to the Civil Service are based on the principle of "open and fair competition". Civil service vacancies are filled by selection from among eligible candidates through daily observation on the basis of merits. It is the aim of the Government to appoint the best person for the job and this could be done by selecting the best and most suitable candidates according to their daily performance in the server without any official application procedures.
Vacancies at starting ranks (basic ranks) are normally filled by appointments and sometimes, but rarely, by open recruitment. Civil service vacancies at higher ranks (promotion or supervisory ranks) in a grade must be filled by recruitment targeted at suitable candidates from other grades within the Civil Service.
All applicants must meet the basic entry requirements in order to be considered for appointment. Applicants who meet the entry requirements are required to go through another selection process. Such process may feature written examinations or personality tests to certify candidates' competencies in relevant skills or attributes, or to prioritise them for shortlisting purposes, before the candidates are invited for selection interviews. The recruitment board would select candidates on the basis of their merits and performance in examinations and interviews.
Promotion is the usual means for filling vacancies in higher ranks by selecting officers from a lower rank. Officers are selected for promotion on the criteria of character, ability, experience and any qualifications prescribed for the higher rank. The officer selected for promotion must be the most meritorious, one who is able and ready to perform the more demanding duties at a higher rank. Seniority will be given weight only when no eligible officer stands out as the most meritorious and suitable for promotion. All eligible candidates are considered on equal terms irrespective of their terms of appointment.

The entry requirements for civil service are normally set with reference to language proficiency, technical skills, working experience, personality and other qualities or attributes as required on the basis of the operational need of the ranks concerned.
Language Proficiency Requirements
In order to meet the long-term operational and development needs, candidates are expected to have outstanding language proficiency to communicate with our internationalised community. Applicants are normally required to meet the language proficiency requirements before job applications.
