The Civil Service Department assumes overall management of the civil service, including such matters as appointment and conditions of service, staff management, manpower planning, training and discipline. Our strong civil service team in Battleasya serves the community with dedication and is reputed for its efficiency, integrity, impartiality and professionalism. It plays a pivotal role in fostering effective governance as well as maintaining order and prosperity of the community.

Appointments

Appointments to the civil service are based on the principle of "open and fair competition". Civil service vacancies are filled up by selection among eligible candidates on the basis of merits through daily observation. It is the aim of the government to appoint the most suitable person for the position and this could only be accomplished by selecting the most outstanding candidates according to their daily performance in the server regardless of any official application procedures beforehand.

​Civil service vacancies of lower ranks are normally filled up by appointments and sometimes by open recruitment. Civil service vacancies of higher ranks must be filled up by internal appointments (i.e. promotion) targeted at suitable candidates from other grades within the civil service system.

All applicants must meet the most basic entry requirements in order to be considered for appointment. Applicants who has met the entry requirements are required to go through another selection process. Such process may feature written examinations or personality tests to certify candidates' competencies in relevant skills or attributes, or to prioritise them for shortlisting purposes, before the candidates are invited for selection interviews. The department would select candidates on the basis of their merits and performance in examinations and interviews.

Requirements

The entry requirements for civil service are normally set with reference to language proficiency, technical skills, work experience, personality and other qualities or attributes as required on the basis of the operational need of the ranks concerned.

Language Proficiency Requirements
In order to meet the long-term operational and development needs, candidates are expected to have good language proficiency to communicate with our internationalized community. Applicants are normally required to meet the language proficiency requirements before submitting their applications. There might be examinations testing candidates' proficiency during the selection process.

Experience Requirements
To ensure the dedication of our civil service, applicants shall have been played or stayed in Battleasya for at least 6 months. This would be essential for our applicants to have a full understanding about Battleasya before applying for the position that might require offering help to others.

Daily Performance Requirements
Your daily performance would play a very important part in the recruitment process. The way you speak, and they way you interact with the others in the community would be taken into consideration.

Promotion

Promotion is the usual means for filling vacancies of higher ranks by selecting staff from a lower rank. Candidates are selected for promotion on the criteria of character, ability, experience and any qualifications prescribed for the higher rank. The candidate selected for promotion must be the most meritorious, one who is able and ready to perform the more demanding duties at a higher rank. Seniority will be given weight as well.
